Registration failed! Why?

I have just tried to activate LHBP but get an error message saying Activation failed. Registration code is banned.  Could someone please explain how I can activate the scenery. I have the registration code. Could it because In am installing into a newly built computer? Help appreciated. It was bought from SimMarket Order Date: 2014-03-20 17:56:18. Name Rockliffe. I have the reg details if you need them.

We have unlocked your code.
Please re-run the LHSproductact.exe it will reactivate your scenery.
