P3Dv3.1 Install Problem

I have downloaded LHBP V1.3 Build9 for installation into P3Dv3.1.  I have disabled my antivirus and when I run the installer as Admin I get an error:
"This file contains invalid data"

How can this be fixed?

Could you please try to donwload from the alternative link (Google drive)?
